VCCI 已正式公布自2016/11/01起接受新发行标准：VCCI-CISPR 32，此新标准采用之国际对应标准版本为 CISPR 32 Ed.2:2015，新旧版本之转换期安排为2016/11/01~2019/03/31，并自2019/04/01起全面导入VCCI-CISPR 32 (VCCI 32-1)，届时VCCI V-2等相关的自愿性认证规定将随之停止适用。

On November 1, 2016, VCCI Council issues “ Rules for voluntary control measures” VCCI 32-1 in compliance with International Standard CISPR 32 Ed.2: 2015 "Electromagnetic compatibility of multimedia equipment - Emission requirements" and the contents of information communication Council report.
This new version of Rules VCCI 32-1 is applicable since November 1, 2016. The period of transition from the current version of Rules V-2 to the new version of Rules is from November 1, 2016 until March 31, 2019, during which the current version of Rules is also valid and hence the members of the VCCI Council are required to explicitly indicate the selected version of Rules (i.e., the members of the VCCI Council are required to explicitly indicate which version of Rules is selected) in their registration of product conformity.
On April 1, 2019 and after, only the new version of Rules will remain valid.
Optionally, for the test items acceptable in the registration of product conformity using the measuring facilities registered according to the old version of “Rules for Registration of Measurement Facilities” V-5, it is also acceptable to apply “Technical Requirements” VCCI-CISPR 32.

1. Report of compliance in the transition period of VCCI Rules
In transition period (2016/11/1～2019/3/31) of Current rules V-2 (corresponding to CISPR 22) and New rules VCCI-32 (corresponding to CISPR 32),
- Members can submit a report of compliance as New and ADD/MODIFY using the current Rules of V-2 (corresponding to CISPR 22).
- Members can manufacture and sell the product, and can submit ADD/MODIFY report using the current Rules of V-2 (corresponding to CISPR 22).
- Members can use the New Rules of VCCI 32-1 (corresponding to CISPR 32) to submit NEW report of compliance and its ADD/MODIFY.
After the New Rules of VCCI 32-1 (corresponding to CISPR 32) is officially implemented (2019/4/1～), for report submitted using the Rules of V-2 (corresponding to CISPR 22),
lMembers can continue to sell unless ADD/MODIFY is necessary.
（Also, neither a change of warning statement nor resubmission of a report of compliance using New Rules of VCCI 32-1 is necessary.）
lWhen ADD/MODIFY is necessary,
1.1. When a member judges that a change does not affect its EMI characteristics and use of the new Rules is not necessary, a member can submit a report of compliance ADD/MODIFY using the New Rules of VCCI 32-1.
1.2. When a member judges that a change affects its EMI characteristics and/or correspondence to the new Rules is necessary, retesting using the Technical standard of VCCI-CISPR 32 is necessary. For this case, a member can submit its report of compliance either New or ADD/MODIFY.
Attention: Examples for necessary case of retesting by the new Technical Standard;
- There is a tuner in a product that is already submitted.
- There is no dealing for display complexity level.
- There was no testing with “on” status of wireless function, etc.
2.Regarding VCCI warning statement, after only the New Rules of VCCI 32-1 is implemented（2019/4/1～）,
- The warning statement on product corresponding to V-2 is good as the statement for V-2.（Change is not necessary）
- It is not allowed to use the warning statement for the New Rules of VCCI 32-1 on a product that was already submitted a report of compliance using the Rules of V-2.
