Stan:KEMA was set up in 1927 and last year celebrated its 80th anniversary. KEMA started as Dutch electrical industry test house and over the years became the leading international energy and quality organization operating across the complete “energy chain” from policy formulation, through generation, transmission & distribution, to the use of electric energy.

Despite dynamic growth and international expansion, the core elements of KEMA’s strategy as well as its values and spirit remain unchanged. We have always been a highly focused organization providing unrivalled depth of technical expertise to utilities, transmission and distribution companies as well as manufacturers and buyers of electrical and electronic products.

We are guided by the values of independence and customer focus, experience and professionalism, technical excellence and innovation.

记者:您如何看待中国电子企业质量管理在这30年间发生的变化?

KEMA has been active in China for decades. We opened our first laboratory in Hong Kong in 1996 and in 2007 we became the first foreign certification body to have been approved by CNCA to establish a Wholly Owned Foreign Enterprise in the field of product testing and certification in mainland China.

From this view point, we have been observing and, to large extent, shaping the tremendous changes in the quality practices of the Chinese electrical and electronic equipment manufacturers which have taken place.

Immense progress has been achieved over this time with most of the world’s consumer electronics now being manufactured in China and world’s most advanced technologies in the energy sector being applied in this country.

Leading Chinese and global enterprises operating in China, with long-term vision and ambition to become global players and renown brands, have been active implementing cutting-edge quality assurance concepts and practices and now manufacture excellent products which are sourced by some of the world’s best known brand owners. These are the types of companies KEMA works with in the areas of Quality Assurance, Risk Management and Market Access.

Unfortunately there continues to exist a significant proportion of manufacturers who take a short-term view and continue churning out electrical products of sub-standard quality with negative impact on the reputation of the entire electronic and electrical industry and Chinese export sector as a whole.

Given the dynamic nature of the business environment, companies need to evolve and adapt to changing market and competitive conditions. Best-in-class companies, at the forefront of technical excellence and innovation, frequently act as catalysts of such changes themselves. Over the past 80 years KEMA has not only successfully responded to changes in external environment but frequently shaped those changes through intimate understanding of the needs of electrical industry, insight into future developments within the energy sector and ability to lead through innovation and technical excellence.

记者:面对金融危机后的艰巨挑战,贵公司达成的内部共识是怎样的?

The world is in the midst of an unprecedented financial crisis which is rapidly spilling into the real economy. Global manufacturing and trade are in free-fall and no country, and a very few companies and claim to be immune from these economic forces.

However, as highly focused organization KEMA is better positioned than many to weather the economic storm. We continue to forecast strong growth in 2009 and our healthy balance sheet will enable us to continue planned expansion and investment in people and testing facilities.

记者:您是如何理解“质量”的?

Unlike product safety, which can be defined in a universally applicable standard, quality is somewhat subjective and can be understood differently by different people or organizations. Manufacturers frequently focus on conformance of the product to the specification and prevention of defects. Consumers, on the other hand, tend to define quality in terms of product reliability and performance. Through a variety of services testing, certification and souring services offered by KEMA, we help the manufacturers, buyers, importers, retailers and final users of electrical and electronic products to ensure uncompromising safety and highest standards of performance of electrical and electronic products.

记者:Please use one sentence to express the wish or advice for electronic quality 30th anniversary celebration?

Electronic Quality magazine has made a very significant contribution to the continuous improvement of knowledge-level within the electronic industry in China. We sincerely hope the magazine will continue to grow and develop together with China’s electronic and electrical sectors.
